Bill Caption

Relating to appraisal of public school teachers.

Fiscal Notes

No fiscal implication to the State is anticipated.

Bill Analysis

This bill would prohibit any student evaluation of a teacher from being used to evaluate the performance of school teachers.

Vote Recommendation Notes

It is important to note that this bill would prohibit the use of an evaluation (i.e., survey), not an assessment instrument or test results. While we understand the argument that these student evaluations can be subjective, that does not mean they should be discounted altogether. For example a local school district may wish to use aggregate data related to student evaluations of teachers as a component of the teacher evaluation process. This is an area where we believe local control should prevail. For this reason we oppose this legislation as an unwarranted expansion of the scope of state government.
