Bill Analysis
This bill would establish the Communicable Disease and Public Health Center to deal with healthcare issues on the international border of Texas and Mexico, including incidents of communicable disease in the county, public health challenges, and any other public health or communicable disease issue.

Because the provisions of this bill are permissive, it has no direct effect on our principles and we will remain neutral. That being said, any program that involves government in healthcare has the potential to cause problems and impose government where it does not belong. The legislature must be ever cautious to ensure that it does not exceed its proper role.
