Relating to contributions to, benefits from, membership in, and the administration of systems and programs administered by the Teacher Retirement System of Texas.

No significant fiscal implication to the State is anticipated.

Bill Analysis

SB 1664 would establish within the Teacher Retirement System procedures to determine the status of an individual as an employee or independent contractor; due dates for payments of certain services; procedures for the receiving of payment for service credit; and other procedures associated to the administration of contributions and benefits.

An annuity payment may not be increased until the retirement system has paid the full cost of the service credit. The retirement system would also be required to deposit into the a member's savings account, the portion of a deposit to establish USERRA credit.
