Bill Analysis

S.B. 1467 amends current law relating to the Texas college work-study program and to establishing a program for the off-campus employment of certain students at public or private institutions of higher education. It states that universities may directly employ students for these work-study programs, and not work with private employers in order to run the program. This bill also requires the board to develop a standard contract establishing the roles and responsibilities of eligible employers.

This bill charges the board to reimburse an eligible employer at a rate established by the board for the eligible wages paid by the employer to a student participating in the program and requires board to establish the rate or rates at which employers are required to pay students participating in the program.

Vote Recommendation Notes

This bill violates our free market and limited government liberty principles. The state should not be involved in paying for jobs at a higher education institution or with a private employer. Doing so is a practice that is outside the proper role of government. For these reasons, we oppose SB 1467.
