Bill Analysis

SB 1317 would prohibit a school teacher’s first day of service from being any earlier than the seventh day before the first day of school instruction. However, schools would be allowed to require a teacher to report for service up to 10 days before the first day of instruction if it is the teacher's first year of service.

Vote Recommendation Notes

Schools should have the ability to require a teacher to begin service at any point in time. Mandating otherwise is an infringement on our limited government principle because it sets policy at the state level that should rightly be set at the school district level. For this reason, we oppose SB 1317.
