Bill Caption

Relating to access to criminal history record information by an emergency communication district.

Fiscal Notes

No significant fiscal implication to the State is anticipated.

Bill Analysis

This bill would authorize emergency communication districts to obtain the criminal history records of applicants for employment. If this bill passes they may also request the department of criminal history records to turn over records for existing employees, applicants for volunteer positions, or a person applying to be contracted through the district. This bill also restricts the release or disclosure of this information except for certain circumstances.

Vote Recommendation Notes

This is a procedural bill that would allow governmental entities to obtain criminal records for individuals who apply for certain employment or for certain volunteer positions. Since this bill does not appear to have a connection to our liberty principles, we will remain neutral. That being said, this authority should be exercised with caution and strict limitations on its use, and on how the information may be distributed and to whom, should be put in place.
