Bill Analysis

SB 1198 would convert the Hays Caldwell Public Utility Agency to the Alliance Regional Water Authority. Procedures would be established regarding sponsors and directors. This authority would be granted certain powers to implement and finance water projects including: the power to exercise eminent domain, issue bonds, notes, and other obligations.

This bill appears to be local in nature only affecting only Hays and Caldwell County, for these reasons we will remain neutral on the bill.
