The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.
Bill Analysis
SB 1105 would abolish the Used Oil Recycling Account and transfer funds to the Water Resource Management Account. All fees and other funds directed to the Used Oil Recycling Account would be redirected to the Water Resource Management Account. The purpose of consolidating the account would be to close an overfunded and little used account and merge it with a highly-used and underfunded account so that TCEQ water projects can continue to be funded without raising fees.
