SB 1051 would amend current Education Code by adding a section that would authorize the Texas Commission of Licensing and Regulation to develop and distribute a driver education course for deaf students.
The bill would require that the course curriculum be issued in American Sign Language and available on the Texas Department of Licensing and Regulation website. The commission would establish a fee to cover the administration costs of administering the course. The department may collaborate with another state agency in order to create the course.
The authority to make changes to the
testing requirements for a government required license is a reasonable responsibility
of the government, and the provisions of this bill have no relationship to our
liberty principles.
