Bill Caption

Relating to reports on the consolidation and certain functions of the health and human services system, including advisory committees within the system, and the re-creation of the Texas system of care framework.

Bill Analysis

This bill would require the executive commissioner of HHSC to submit to the Health and Human Services Transition Legislative Oversight Committee a report on the latest information available on the commission’s progress in transferring the administrative support services functions and recommendations on whether to abolish statutory advisory committees that consider issues related to health and human services system, and whether to permanently abolish the advisory committees or consolidate or reestablish them.

The commissioner would also be required to submit a report not later than July 31, 2018 with recommendations on the need to continue the Department of State Health Services and DFPS as state agencies separate from the commission, an assessment of data sharing between DFPS and the commission, and an assessment of any known or potential conflicts of interest concerning licensing and regulation activities by DFPS or the commission.
