Relating to administrative completeness requirements for permit and permit amendment applications for groundwater conservation districts.

Bill Analysis

Under current law, groundwater conservation districts require certain information to be included in applications for permits (such as the applicant’s address and the purpose and amount of water use) in order for it to be considered “administratively complete.” SB 1009 would require that any additional information a district requires for a permit application be included in a district rule and reasonably related to the permit.

Vote Recommendation Notes

This bill supports the principle of limited government by increasing transparency and accountability with respect to the information required for permit applications submitted to groundwater conservation districts. This will standardize the requirements for application completeness and should help to prevent unnecessary delays in approval. For these reasons, we support SB 1009.
