The joint resolution would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

HJR 36 would put a constitutional amendment on the November 7th ballot providing for the issuance of up to $200 million in additional bonds for the Economically Distressed Areas Program.

Vote Recommendation Notes

This bill infringes on the principle of limited government and the free market by expanding the public debt through the issuance of additional bonds that would increase market distortions through state intervention. For this reasons, we oppose HJR 36.
