Bill Caption
Relating to assisting certain children who are in foster care in the process of applying to institutions of higher education.
Fiscal Notes
From the LBB: Estimated Two-year Net Impact to General Revenue Related
Funds for HB 928, As Introduced: a negative impact of ($2,110,797) through the
biennium ending August 31, 2019.
The bill would make no appropriation but could provide the
legal basis for an appropriation of funds to implement the provisions of the
bill.
Bill Analysis
This bill would require that a Department of Family and Protective Services employee that is a member of a community resource coordination group inform the group of tuition and fee waivers for higher education available to children in foster care and collaborate with the superintendent of each school district in the area served by the group to identify children eligible for tuition and fee waivers. The bill would require each school district in coordination with DFPS to facilitate the transition of each child enrolled in the district eligible for tuition and fee waivers and is likely to be in the conservatorship of the department preceding their 18th birthday.
Vote Recommendation Notes
This bill would likely benefit foster children who might otherwise not know about tuition and fee waivers for which they may be eligible. While beneficial this legislation does not appear to have a direct connection to our liberty principles and we remain neutral.
