Bill Analysis

HB 639 would allow the board of trustees of a school district or the governing body of an open-enrollment charter school to purchase accident, liability, or automobile insurance coverage for the benefit of businesses or students participating in career or technology training programs. A district or school may not charge a student, or parent or guardian of a student, participating in a career and technology program for the cost of providing insurance. These types of students would be granted a certain level of immunity from liability.

HB 639 promotes our values of limited government, personal responsibility, and individual liberty because it gives the board of trustees of a school district more freedom to choose who they can provide insurance benefits to. This benefits students who join career or technology programs and not just the business entities that provide these programs.
