An impact of $0 through the biennium ending August 31, 2019.

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

HB 572 would create a dedicated pesticide disposal fund outside of general revenue for the purposes of facilitating pesticide waste and pesticide container collection activities. This bill would also require the Department of Agriculture (alongside the Texas Commission on Environmental Quality and the Texas A&M AgriLife Extension Service) to perform or contract the aforementioned pesticide management activities statewide.

Vote Recommendation Notes

We do not object to the state being involved in creating a pesticide disposal program because the state has a vested interest on behalf of its citizens to protect pesticide disposal from creating public health hazards. We do object to creating a new dedicated fund outside of general revenue which increases state spending and diminishes transparency.

We recommend legislators oppose HB 572 unless amended to require that the dedicated fund set up by this legislation be contained within general revenue.
