Bill Analysis

This bill would require a renewal of the Texas Health Care Transformation 1115 waiver to allocate funding to hospitals and safety net providers to ensure hospitals stay financially viable, provide incentives for encouraging Medicaid recipients to utilize their health care coverage and engage in healthy behaviors and expanding local and regional healthcare systems, provide a continuum of specific health care services for Medicaid recipients, allow for variation in the manner services are delivered including MCOs, accountable care organizations, and HSAs, and ensure that any additional federal matching funds are accepted and used to provide local and regional health care services to otherwise uninsured persons.

Outlining requirements for renewal of the Texas Health Care Transformation and Quality Improvement Program Waiver falls within the legitimate scope of the legislature, however there is no apparent connection between these requirements and our liberty principles. We remain neutral.
