Bill Analysis
This bill would authorize the collection of voluntary contributions during the registration or renewal of a motor vehicle’s registration. The funds would go towards a grant program that would be used for the testing of evidence related to sexual assault. The funds would be held in a dedicated account in the general revenue fund, and the criminal justice division would administer grants to law enforcement agencies or counties. If this bill passes, these funds may only be used to this purpose.
Vote Recommendation Notes
On principle we are opposed to the use of dedicated accounts because they can conceal the actual expenditures of our state government. However, it is the proper role of government to collect evidence and prosecute those who violate the rights of others. Programs such as these serve as a reminder that government has expanded far beyond its proper role when the essential functions are underfunded and in need of "donations" to fund their operation.
This bill has an equal and opposite impact on our liberty principles, therefore we will remain neutral.
