Relating to the authority of the Texas Water Development Board to use the state participation account of the water development fund to provide financial assistance for the development of certain facilities.

Bill Analysis

HB 3987 would create the State Participation Account II as a subaccount in the State Participation Account. Funds would be used to provide financial assistance for the development of desalination or aquifer storage and recovery facilities to meet future water needs. In order for the Texas Water Development Board to acquire a facility, it would have to be established that the state would recover its investment and that the project would serve the public interest. The state would be authorized to issue as much as $200 million in water financial assistance bonds.

Vote Recommendation Notes

Given that this bill is procedural in nature, creating a subaccount in an existing account to issue bonds with existing funds, HB 3987 does not appear to have a connection to our liberty principles, therefore we remain neutral.
