Relating to the creation and operations of health care provider participation programs in certain counties.

No significant fiscal implication to the State is anticipated. 

Bill Analysis

This bill would create health care provider participation programs in counties not served by a hospital district or public hospital with a population of more than 400,000 people and adjacent to the county containing the state capital to authorize the county to collect a mandatory payment from each institutional health care provider in the county to be deposited in a fund by the county.

The fund would be used to fund intergovernmental transfers to provide the nonfederal share of Medicaid supplemental payment program payments, subsidize indigent care programs, pay administrative expenses of the county for activities under the chapter, refund a portion of a mandatory payment collected in error, and refund a proportionate share of money not used to fund Medicaid supplemental payments. The payments would be based on hospital’s net patient revenue, and could not exceed six percent of that revenue. The hospitals under the section would not be allowed to add a surcharge to patients to pay for these mandatory payments.
