The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

This bill would require the executive commissioner of the Health and Human Services Commission to adopt rules to establish a procedure for the obtaining of a license by a foster group home for victims of sex trafficking, as well as procedure to provide for reimbursement in the name of the organization that manages the home and reimbursement at the intensive service level rate for residential child care provided by the home. 

Vote Recommendation Notes

Foster group homes are an integral part of the foster care system in Texas and should be appropriately supported in order to fulfill the state's responsibility to provide for adequate foster care. This protects the individual liberty of affected foster children by helping them to remain in a safe, stable, and appropriate environment. We support HB 3935.
