Bill Analysis

HB 3717 would authorize a governmental entity or retail public utility to provide monetary incentives as a part of a landscape and irrigation program for the purchase and installation of water conserving irrigation or sprinkler controllers that make periodic adjustments to irrigation applications based on certain ecological factors. The Department of Agriculture would be required to maintain a list of existing programs and provide information to assist the programs; entities offering such programs would be required to notify the department so they can be included on the list.

Vote Recommendation Notes

This bill infringes on the principle of limited government by authorizing the expansion of local level incentive programs for water conservation. It is not the role of government to use public funds to encourage the purchase of water conserving plants and sprinklers. For this reason, we oppose HB 3717.
