Bill Caption

Relating to the applicability of certain insurance laws to certain farm mutual insurance companies.

Fiscal Notes

No significant fiscal implication to the State is anticipated.

Bill Analysis

HB 3543 would establish a definition of "fronting insurer" and exempt a farm mutual insurance company, that is not a fronting insurer, from paying property and casualty insurance premium taxes.

Vote Recommendation Notes

This bill attempts to address the problem of insurance companies using a farm mutual as a fronting company to take advantage of the benefits afforded farm mutual companies. By adding clarifying information on these benefits preventing abuse, this bill represents a largely procedural change which neither uplifts nor offends our principles, therefore we remain neutral.
