Bill Analysis
HB 347 would establsih a pilot program within the Department of Public Safety to acquire a mobile app that displays digital identification on a wireless communication device and an authentication and verification process. The program would expire September 1, 2019.
Vote Recommendation Notes
While this pilot program would require some appropriations to implement, it is not outside of the proper role of government for the state to investigate ways to modernize the way state-issued identification works. This legislation could be improved by amending it to ensure that the pilot program includes a requirement to ensure that any form of digital identification must be tamper-proof and be resistant to identity theft and the creation of fake digital ID. On its merits, this proposed pilot program neither offends nor uplifts our liberty principles, therefore we remain neutral.
