Bill Caption

Relating to the criteria considered by groundwater conservation districts before granting or denying a permit.

Fiscal Notes

No fiscal implication to the State is anticipated.

Bill Analysis

Under current law, groundwater conservation districts consider certain factors when evaluating a permit application, such as any unreasonable effects on other permit holders that might result from granting the application. HB 3417 would also require a district to consider any unreasonable effects on wells that are exempt from the requirement to obtain a permit.

Vote Recommendation Notes

HB 3417 neither uplifts nor offends our liberty principles, therefore we remain neutral.
