Bill Analysis

This bill would modify the portion of the code related to collection improvement plans. A collection improvement plan is a program that awards grants to counties and municipalities for the use of improving the collection of court costs, fees, and fines imposed in criminal cases. Under current law this program only applies to counties with a population of 50,000 people or more, or municipalities with a population of 100,000 or greater. If this bill passes however, the grants would be available for any county or municipality with a population of 100,000 or more. 

Vote Recommendation Notes

While we support programs that help make government more efficient, we realize that at some point there will be diminishing returns per each dollar spent. However, this bill would merely change the applicability for these grants and does not have a measurable impact on our liberty principles. For this reason, we will remain neutral.
