From the LBB: The fiscal implications of the bill cannot be determined at this time but a significant fiscal impact would be anticipated in fiscal years 2018 through 2021. Insufficient information is available to estimate the impact to caseload associated with the provisions of the bill.

Bill Analysis

This bill would require the Health and Human Services Commission to establish a demonstration project that would allow them to recertify and renew, as applicable, eligibility of multiple children in the same household that are eligible simultaneously for Medicaid or CHIP and verify the household income to determine eligibility. The demonstration project would be prohibited from increasing the frequency with which the eligibility of participating children would be renewed or those children's household income is renewed. The commission would only be allowed to simultaneously verify the household income of all of the children within the same household participating in the demonstration project up to twice a year.  The commission would be required to submit a report to the legislature not later than December 1, 2020 on the commission's progress in establishing the demonstration project and recommendations on continuing or expanding the project. The section would expire September 1, 2021.
