Bill Analysis

HB 3142 would have transcripts mark that a student has been suspended or expelled from a public or private institute of higher education, or that the student would have been suspended or expelled if he or she had not withdrawn from the institute before disciplinary proceedings concluded.

Vote Recommendation Notes

It is not the proper role of state government to mandate the transcript practices of private institutions of higher education. Furthermore, even for public institutions of higher education this is bad public policy. Students get suspended or expelled for a variety of different reasons, not all of which should have equal negative and permanent consequences for future enrollment at another school or future employment prospects. This state mandated "scarlet letter" on a transcript violates limited government and individual liberty. We oppose HB 3142.
