No significant fiscal implication to the State is anticipated.

Bill Analysis

HB 2861 would permit the Department of Transportation to enter into a comprehensive development agreement for several roadway development projects. Additionally, the bill would permit the department of a Regional Mobility authority to enter into a comprehensive development agreements for several different roadway development projects.

 

The added subsection would expire on August 31, 2021.

Vote Recommendation Notes

While the authority to allow improvements to public roadway projects is clearly within the legitimate responsibility of the government, the provisions of this bill do not appear to have a connection to our liberty principles. Therefore, we remain neutral on HB 2861.
