Relating to the composition and use of money in the oil and gas regulation and cleanup fund.

Fiscal Notes

A negative impact of $51,700,000 through the biennium ending August 31, 2019. In addition, a positive impact of $51,700,000 to General Revenue-Dedicated Account No. 5155 would be realized through the biennium ending August 31, 2019.

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

Under current law, the oil and gas regulation and cleanup fund exists for oil and gas development, studies, alternative fuel programs, and public information services. HB 2715 would rededicate various related fees and taxes to the oil and gas regulation and cleanup fund. It would also expand the purpose of this fund to include the regulation of utilities, mining regulatory programs, and programs related to liquefied petroleum gas, compressed natural gas, and liquefied natural gas safety.
