Bill Analysis
Under current law, the Texas Transportation Commission is permitted to purchase an option to acquire property for a transportation facility before the commission has finally determined whether the transportation facility will be located on that property. HB 2646 would also allow the commission to acquire real property (instead of just acquire an option) before final determination and before environmental clearance has been issued for the transportation facility.
