Bill Analysis

HB 2463 would require the state auditor to include in his/her annual report items regarding the succession plan by state agencies. State agencies in the executive branch would be required to develop and submit to the state auditor a written succession plan to transfer knowledge from retiring employees to succeeding employees. The state auditor also must provide a list of state agencies that do and do not submit a written succession plan.

Vote Recommendation Notes

While HB 2463 does not appear to have a connection to our liberty principles and we remain neutral, having a succession plan as this bill envisions is likely good public policy.
