Bill Analysis

HB 2432 would allow the board of regents of the Texas A&M University System to establish and operate a university system center in Brazos County. The programs offered at the university system center shall be authorized in accordance with the rules of the Texas Higher Education Coordinating Board, and the board of regents has the sole authority to name the university system center.

Provisions would be made with respect to the acquisition of property for off-campus academic or research sites. Related procedures would be established for the governing board to oversee this process. Additionally, a degree or certificate program offered at an off-campus academic or research site would be considered a new degree or certificate program if it was not previously offered at the off-campus academic or research site.

Vote Recommendation Notes

This bill as substituted would make numerous changes that affect the higher education system. We view the implications of this bill as largely administrative and procedural with no substantive affect on our principles. For these reasons we remain neutral.
