Relating to the qualifications for service as a grand juror to the selection of grand jurors.

Bill Analysis

This bill would slightly modify the current procedure for the selection and the qualification of grand jurors. If this bill passes, a district judge would be able to determine the necessary number of prospective grand jurors to select for the process of determining a grand jury. This bill would add the explicit requirement that grand jurors must be over the age of 18. It also would change the eligibility requirement for being excused from the grand jury service. Under current law if an individual responsible for the care of a child under 18 they may be excused for grand jury service. If this change goes into effect, a person would be able to be excused of they are responsible for the care of a child under the age of 12, and if service on the grand jury would require leaving the child without adequate supervision. 

Vote Recommendation Notes

The grand jury selection process and the qualifications for the service as a grand juror are important aspects of our legal system, and are well within the proper role of government. However, this bill does not have a measurable impact on our liberty principles, therefore we will remain neutral.
