Relating to the inclusion of students receiving treatment in a residential facility in the determination of dropout rates for purposes of public school accountability.

Fiscal Notes

No significant fiscal implication to the State is anticipated. 

Bill Analysis

This bill would allow school districts to exclude from their dropout rates students who enter a residential treatment facility and then fail to enroll in school after the student leaves the facility regardless of how long the student received treatment. 

Vote Recommendation Notes

While some may view this legislation as relaxing accountability standards for schools, the change proposed by HB 1731 is procedural with no connection to our liberty principles and we remain neutral.
