The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.
Bill Analysis
Under current law, the Parks and Wildlife Department is authorized to buy back licenses using funds either reserved from the fees imposed in issuing licenses (as in the case of crab and finfish licenses) or by raising certain licensing fees and dedicating the increased revenues to a buyback account (as in the case of shrimp). HB 1724 would consolidate buy back programs for crab, finfish, and shrimp into a commercial license buyback subaccount. Revenue to the account would consist of grants and donations and specified amounts from eight commercial licenses.
Vote Recommendation Notes
While we oppose the market distortions caused by state intervention through these license buyback programs, this bill is procedural in nature as it only consolidates existing programs. Because of this, HB 1724 does not appear to have a connection to our liberty principles, therefore we remain neutral.
