Bill Analysis

This legislation would create a program for recognizing licensed before-school and after-school programs that promote healthy eating and physical activity. Seeking recognition under the program would be voluntary for licensed care providers.

Vote Recommendation Notes

While program participation may be voluntary, this does create a new system for rewarding licensed care facilities for meeting state-approved standards. This is the sort of micro-managing and central planning that state government should not be involved in. Daycare providers are perfectly capable of banding together to form an association to set industry standards and best practices for which they can award recognition to their outstanding members. Also there are third party crowd sourcing review services such as Yelp which already perform a vetting service for people who are looking for daycare options. HB 168 violates our limited government principle by creating a new and unnecessary state program to do something that private industry can already do on their own. For these reasons we oppose HB 168.
