Bill Analysis
HB 1605 would amend the Government Code to require the Department of Information Resources to submit to the governor, lieutenant governor, and legislature a report every even year that outlines preventative and recovery efforts the state can take to improve cybersecurity. Next, if a
cybersecurity event creates a need for emergency funding, the
department may request funding to manage
the operational and financial impacts from the event.

This bill enhances our limited government principle by taking a measure to identify cybersecurity weaknesses of the state and establish a funding procedure if a cybersecurity event creates a need for emergency funding. We support HB 1605.
