Bill Caption

Relating to the powers and duties of the Department of Information Resources regarding cybersecurity.

Fiscal Notes

From the LBB: no significant fiscal implication to the state is anticipated.

Bill Analysis

HB 1605 would amend the Government Code to require the Department of Information Resources to submit to the governor, lieutenant governor, and legislature a report every even year that outlines preventative and recovery efforts the state can take to improve cybersecurity. Next, if a cybersecurity event creates a need for emergency funding, the department may request funding to manage the operational and financial impacts from the event.

Vote Recommendation Notes

This bill enhances our limited government principle by taking a measure to identify cybersecurity weaknesses of the state and establish a funding procedure if a cybersecurity event creates a need for emergency funding. We support HB 1605.
