The bill would make no appropriation but could provide the legal basis for an appropriation of
funds to implement the provisions of the bill.
Bill Analysis
Under current law, the dry cleaner environmental response program is scheduled to expire in 2021. HB 1515 would extend the life of this program to 2050.
Vote Recommendation Notes
This bill infringes on the principle of limited government by extending the life of a governmental program for almost 30 years. Regardless of whether or not the program itself is necessary, it should not be extended for another nearly 30 years without further sunset review before then. For this reason, we oppose HB 1515.
