Bill Caption

Relating to the overseas military email ballot program.

Fiscal Notes

From the LBB: No significant fiscal implication to the state is anticipated.

Bill Analysis

This bill would repeal the sunset provision for the email ballot program and allow any county that desires and the secretary of state determines has the technological capability to participate in the program. The secretary of state would be required to operate the program until September 1, 2021 and submit a report to the legislature with their recommendations on future use of email ballot submissions and suggestions for permanent statutory authority.

Vote Recommendation Notes

This bill is in keeping with the principle of individual liberty as it allows military voters overseas to get their ballot through email instead of having to wait for it to be mailed overseas, allowing more time for them to get their ballot to the secretary of state or their county clerk and have a higher likelihood of their vote being counted. For these reasons, we support this legislation.
