Fiscal Notes

No significant fiscal implication to the State is anticipated. 

Bill Analysis

HB 14 would allow state hospitals to bar licensed handgun holders from carrying their weapons on the premises of state hospitals.

Vote Recommendation Notes

On the one hand this bill offends our individual liberty principle by creating yet another "gun free zone" restricting where law abiding citizens may carry their firearms. On the other hand these hospitals house a large number of people in "forensic" beds filled by people who are either being treated to restore competency to stand trial or who have been acquitted for reason of insanity. In the case of the Kerrville facility we have been informed that 100% of the beds are forensic. For these reasons we remain neutral on HB 14.
