Bill Caption
Relating to the manner in which a payor of proceeds derived from the sale of oil or gas production is required to provide certain information to a royalty interest owner.
Fiscal Notes
No significant fiscal implication to the State is anticipated.
Bill Analysis
Under current law, the payors of oil and gas royalties can send important information (regarding sales, taxes, deductions, and lease identification) on a monthly basis. HB 129 would require written consent to be granted by royalty interest holders before payors may send such information by a means other than remittance advice (such as check stubs).
Vote Recommendation Notes
HB 129 neither uplifts nor offends our liberty principles, therefore we remain neutral.
