Bill Analysis

Under current law, an agent, insurer, or health maintenance organization that is considering appointment of a temporary license applicant as its agent is required to provide at least 40 hours of training to the applicant. The training should be completed by no later than the 14th day after the date the application, nonrefundable fee, and certificate are delivered or mailed to the department. HB 1197 would increase that time increment to the 30th day.

Texas Action supports this bill. HB 1197 upholds our principle of individual liberty by giving the appointee more time to complete the required training, reducing a barrier to entry for an individual to become a licensed, temporary insurance agent.
