Relating to the use of the address of a person submitted by the voter registrar to the secretary of state in preparing a jury wheel.

Fiscal Notes

No significant fiscal implication to the State is anticipated.

Bill Analysis

Current law states that the Secretary of State’s office must create a jury source list by accepting names from counties before the end of the year. The source list should include names of all persons on the current voter registration lists from all the precincts in the county.

 

HB 1103 would amend current Government Code by adding clarifying language that would direct the Secretary of State’s office to combine address lists if the lists provide different addresses. The combined list would only include addresses submitted by the voter registrar.

Vote Recommendation Notes

The authority to make clerical changes to the rules related to an agency operation is within the legitimate responsibility of the state government. HB 1103 neither uplifts nor offends our liberty principles, therefore we remain neutral.
