Bill Analysis
HB 1032 would amend the Government Code to establish the Legislative Council as the official electronic publisher or the Texas Constitution and the Secretary of State as the official electronic publisher of laws passed by the legislature and agency rules beginning on or after 2019. A process to verify the electronic documents would be required, as well as ensuring that material is made reasonably available for use by the public permanently. Finally, the Secretary of State and Records Management Interagency Coordinating Council would be required to develop an implementation plan for these provisions.
