Bill Analysis
Under current law, an inactive member of the Texas State Bar is prohibited from practicing law in the state, holding state bar office, or participating in state bar elections. HB 1020 would allow inactive members to practice law on a voluntary basis as provided by rule promulgated by the supreme court.
Vote Recommendation Notes
This bill upholds our commitment to limited government by allowing the supreme court to craft rules that permit inactive members of the State Bar of Texas to perform certain functions, thereby fulfilling a core function of government. For this reason, we support HB 1020.
