Bill Analysis

SB 963, if passed, would create the Comal Trinity Groundwater Conservation District by adding a new section to the Special District Laws (Subtitle H, Title 6, Chapter 8875). The language of the bill, regarding definitions, assessments, fees, and authority is all standard.

Vote Recommendation Notes

The proposed Comal Trinity Groundwater Conservation District is not radically different from any of the other groundwater conservation districts in Texas. We believe that water management is a legitimate roll of the state and if a new conservation district is required in the area specified in SB 963, this may well be sound policy. Nevertheless, strictly speaking, SB 963 does not positively or negatively affect our principles. As such we are neutral on this bill.
