Bill Analysis

SB 935 would require the commissioner of education to establish a reading excellence pilot program and make it available to school districts that have low student performance on required standardized reading tests. The team would work with the teachers and the district to improve student reading.

We support SB 935 in the second chamber. The second chamber sponsor is Representative Joe Deshotel.

First chamber recommendation:

This bill would affirm the principle of limited government, therefore we support this legislation. SB 935 would provide an intermediary step to save a school that is showing signs of failure in the area of reading. Rather than allow the school to go all the way down the road to failure which can lead to a variety of other, more substantial interventions, the pilot program created by this bill may create a path toward course correction before it is too late. For this reason we support SB 935 despite the fiscal note.
