Bill Analysis

SB 575 would prohibit coverage of elective abortions being provided by the Texas insurance exchange created via the Patient Protection and Affordable Care Act (PPACA) except in a emergency as defined in Chapter 171.002 (Definitions), Health and Safety Code.

SB 575 would also prohibit coverage of elective abortions from private insurance plans and various state employees medical plans. There would be an opportunity for supplemental coverage for abortion to be offered to an employee.

While many changes were made to this bill in House committee, it concerns what is primarily a social issue. We do not make vote recommendations on social issues. As such, we are not taking a public position on SB 575.
