Relating to the powers and duties of a county treasurer.

Bill Analysis

This bill seeks to allow an oath made in this state to be administered and a certificate of the fact given by a county treasurer. In addition, a county treasurer must complete an introductory course in their duties within one year of first being elected or at the earliest available date after appointment or election, as applicable, if appointed by the commissioners court or elected to an unexpired term of county treasurer. 

Vote Recommendation Notes

The committee substitute for SB 435 allows for a county treasurer, who is elected or appointed by the commissioners court, to carry out oaths in the state that many other officials including some who are unelected such as a notary public or peace officer are permitted to perform. The bill would also expedite the time frame in which a county treasurer must complete training on the performance of county treasurer duties. We support this bill because it simplifies and makes more efficient the process for administering the other of office for people in county treasurers offices.
