First chamber analysis below:
This bill would implement sunset provisions by updating statutory language in Chapter 122 of the Human Resources Code to reflect the abolition of the Texas Council on Purchasing from People with Disabilities and transferring the responsibility for the administration and oversight of the State Use Program from the Council to the Texas Comptroller of Public Accounts. The bill would mandate the Comptroller to establish an advisory committee composed of nine members to assist the comptroller execute responsibilities and assist in the creation of performance goals for the State Use Program.
The bill would permit the Department of Assistive and Rehabilitative Services, in addition to other state human services agencies providing disability services, to assist the comptroller with responsibilities specified in Chapter 122.

This bill would

Purchasing from People with Disabilities and transferring the responsibility

to the Texas Workforce Commission (TWC). The bill would mandate TWC to
establish an advisory committee composed of thirteen members to assist TWC
execute responsibilities and assist in the creation of performance goals for
the State Use Program. The Texas Comptroller of Public Accounts would be
required to provide TWC with the necessary information and resources needed to comply
with Sections 122.007 and 122.015.
The bill would permit
the Department of Assistive and Rehabilitative Services, in addition to other
state human services agencies providing disability services, to assist with
various services relating to the State Use Program.
First chamber vote recommendation:
Abolishing the Texas Council on Purchasing from People with Disabilities and transferring the Council's duties to the comptroller will help to reduce the size of government. We support SB 212 because it promotes government efficiency and limited government while maintaining appropriate oversight of state programs.
Second chamber vote recommendation:
